You can send a potted plant/ flowers etc. from the florist, rather than cut stem flowers. The florists are usually quite knowledgeable about what is appropriate in this situation. They do it all the time and they can give you some good suggestions.

When people send flowers (right at the time of the funeral), they are normally for the funeral parlor but a potted plant is quite common to send after the fact. You can include a note saying something to the effect of: "I just learned of (so and so's death), very sorry for your loss., along with the plant. Two weeks is still a short time for losing a loved one, they will appreciate the gesture for sure.
References :
At this point it is better to just send a heart felt letter, express your sorrow for her loss and offer your assistance if she may need help in any way your comfortable with. But it is too late for the flowers.
References :
A short note explaining that you just learned of the death and that she is in your thoughts and prayers would be better than flowers. The note will last forever and the flowers won't.
References :
I wouldn't think it would be to late. This is the time when people start "forgetting" about the widow and going on with their own lives. I think it would be a great idea to send her some flowers (maybe her favorite) with a short note to let her know that you are "Just thinking of her." It would bring a smile to her face I am sure.
References :
If you want, you can send the money you would have spent on flowers as a donation to a charity in their name... That might be more appropriate.

For example, when my grandfather died a few years ago, we told people that in lieu of flowers to send the money to the Alzheimer's Foundation or the Hospice that he passed away at.

If his Step-Grandfather died of something specific like Heart Disease or Alzheimer or Cancer, send a donation to a specific charety and then send a card saying that you gave in his name to hopefully make the future better for people that have suffered from that disease or disorder or whatever.

That might work better then flowers... Which die and need to be thrown out...
