Why not using a interflora?
They really do not have high prices, especcialy if we are talking about some roses or small bouquet
I used them few years ago to send flowers to my mum in hospital and I paid really not that much
You can always call some flower shop near the place you want to send flowers and ask them if in some way you can send them money via banc account and if they are nice, maybe they will do them and deliver- but it may be difficult cause of language, and also maybe cause of time (payment, later deliver)
